Partner
John Erick Pabalan, CPA
John Erick Pabalan is a Certified Public Accountant and the founding partner of Southeast Quality Tax Inc. dba PHP Partners (SEQ Tax), a firm he established in the San Fernando Valley, where he grew up. A graduate of California State University, Northridge—where he met his future business partner, Troy Hoang—John Erick leads SEQ Tax in providing comprehensive tax services, business management, and financial advisory expertise to a diverse client base across industries, including entertainment, healthcare, and manufacturing.
Prior to SEQ Tax, John Erick held various accounting roles in healthcare organizations across Southern California, building extensive experience from staff accountant to director and controller. His private industry experience includes managing accounts with gross revenues and assets exceeding $100 million. Known for his analytical approach and focus on key performance metrics, John Erick has excelled in responsibilities ranging from overseeing accounts receivable and payable departments to budgeting, forecasting, and presenting at executive meetings, gaining a well-rounded perspective on financial management. His prior experience also includes an audit role at Deloitte & Touche, where he worked on engagements for major clients in manufacturing and entertainment.
Beyond his professional achievements, John Erick is dedicated to community service. He serves on the boards of FilAm Arts LA and SoCal Filipinos, two non-profit organizations committed to empowering and connecting the Filipino community through events, cultural programming, and social media.

Troy Hoang, CPA
Troy is an experienced Certified Public Accountant (CPA) and co-founding partner of Southeast Quality Tax Inc. dba PHP Partners (SEQ Tax), where he works with high-net-worth clients, entertainment industry professionals, franchises, and various corporations. With a Bachelor of Science in Accountancy from California State University, Northridge, and over a decade of experience, Troy’s expertise spans comprehensive tax and audit management.
Earlier in his career, Troy was an financial Auditor at Deloitte & Touche, LLP, where he performed essential audits for leading companies hospitality industries and analyzed financial statements for major mid-market clients. His technical background includes SOX testing and multi-industry engagements, providing him with a diverse skill set in audit and tax services.
Before founding SEQ Tax, Troy served as an Audit and Tax Manager at Zivetz Schwartz & Saltsman CPAs, specializing in financial audits and reviews for mid-size private manufacturing companies with revenues from $25M to $60M. In this role, he collaborated closely with Controllers and CFOs to address complex financial reporting issues and ensure compliance with GAAP standards. Troy also managed tax projections and consolidated financial statements for over sixty real estate investments.
Fluent in Vietnamese and English, Troy is committed to community engagement, having directed several campus programs, including Student Activities and Mentor-Mentee initiatives. Outside of his professional life, he enjoys camping, dancing, and surfing.
